iwlwifi: xvt: update tx queue allocation flow
Following TX Virtual Queue Manager feature (TVQM), on transport init
only the command queue is being allocated. Tx queue will be allocated
on demand, and could be allocated only after its station was added.
Tx queue allocation method was updated for relevant FW, and was moved
from init flow to a dedicated command, triggered from the USC.
