* changed the installation groups from bin to root in MCONFIG.in

* Made "fsck -t <filesystem-type> <device>" work correctly. Formerly
the -t argument was overridden by the filesystem type listed for the
device in /etc/fstab.
* added Debian GNU/Linux package maintenance system files
