test/send-quiet: test IORING_SEND_QUIET

Check that quiet sends don't wake or count towards a wait for a recv,
whether they complete inline, after polling, or from io-wq, and that
zerocopy notifications are quiet as well. A failed send must wake the
waiter, and more quiet CQEs than fit in the CQ ring must all get
delivered.
