tip/tools/vp: Print the correct tag containing a commit and other jazz

Print the correct earliest upstream tag which contains a commit with the
purpose of showing whether CC:stable is needed.

Also, add proper user-agent string for the k.org infrastructure.

Finally, add the usual spellchecking improvements picked up along the
way.
