gpio fixes for v5.17-rc2
- fix a bug with hogs not being set-up in gpio-sim when user-space sets the
chip label to an empty string
- include the gpio-sim documentation in the index
gpio: sim: add doc file to index file
Include the gpio-sim.rst file in the GPIO index (toc/table of contents).
Quietens this doc build warning:
Documentation/admin-guide/gpio/gpio-sim.rst: WARNING: document isn't included in any toctree
