Pull thermal control fix from Rafael Wysocki:
 "Fix a step-wise thermal governor issue that causes thermal mitigation
  to contiune forever after the temperature has dropped below the trip
  point threshold in some cases (Manaf Meethalavalappu Pallikunhi)"
