A PALO binary package includes hppa binary code and executables for
the target system. The hppa code is contained in file iplboot. To
avoid the need for cross-compilers on each architecture, iplboot is
distributed in the source package, and only rebuilt when building
on hppa. palo is needed on non-hppa architectures for debian-cd.
This is achieved by building iplboot in the 'clean' target, so that
it is freshly made when the source package is created.
