Add depends on EFI to EFI_SIGNATURE_LIST_PARSER

The EFI_SIGNATURE_LIST_PARSER kernel config only useful to EFI BIOS.
So, this patch add depends on EFI to EFI_SIGNATURE_LIST_PARSER
