check_configs_lib, dynticks-testing: Add new checks and fix cgroup v2

RCU_NO_CBS, governor, watchdog, report HK and isolated CPUs,
check network RPX / XPS, THP, VM STAT, NUMA and more.

Fixed cgroup v2 in dynticks-testing: if cgroup is used the script must
be added to the procs file, otherwise the set_sched_affinity will fail.
