Documentation: RDMA: Describe the Rust RXE ownership model

The Rust RXE implementation relies on ownership, locking and teardown
contracts that must remain visible to future changes. Replacing C also
narrows the configurations which can build the driver.

Document device and object ownership, execution, packets, routes, shared
queues and registered memory. Explain Rust configuration requirements and
the absence of a C fallback. Describe validation requirements and add the
document to the InfiniBand index.
