wireless-regdb: update PG's 5 GHz rules

This:

  o enables VHT80 on all 5 GHz frequency rules
  o adds a new DFS 5 GHz frequency range
  o increases max EIRP on the 5 GHZ DFS frequency
    range from 23 dBm to 24 dBm
