No longer need the Go build tag allthreadssyscall. Go 1.16 release branch contains the syscall.AllThreadsSyscall now, so use the Go release tag to identify a build environment that supports this feature. Signed-off-by: Andrew G. Morgan <morgan@kernel.org>
