Oxford Semiconductor OXNAS SoCs Family RPS Timer

Required properties:
- compatible: Should be "oxsemi,ox810se-rps-timer"
- reg : Specifies base physical address and size of the registers.
- interrupts : The interrupts of the two timers
- clocks : The phandle of the timer clock source
