Revert "lib/hexdump: make print_hex_dump_bytes() a nop on !DEBUG builds"

This reverts commit 091cb0994edd20d67521094ac9c6ec9804058d9a.

Otherwise modprobe n_gsm debug=0xff does not show the packets.
