tracing: Remove function_trace_stop and HAVE_FUNCTION_TRACE_MCOUNT_TEST
All users of function_trace_stop and HAVE_FUNCTION_TRACE_MCOUNT_TEST have
been removed. We can safely remove them from the kernel.
