Consolidate PCI hotplug definitions together in DSL file. Move the PCI hotplug definitions next to each other. This introduces a notify method (\_SB.PCI0.PCNF) to help consolidate the code. Signed-off-by: Kevin O'Connor <kevin@koconnor.net>
