Subject: memcg: replace memcg ID idr with xarray
Date: Fri, 9 Aug 2024 10:26:18 -0700
At the moment memcg IDs are managed through IDR which requires external
synchronization mechanisms and makes the allocation code a bit awkward.
Let's switch to xarray and make the code simpler.
